His siblings were not fit to become the host of the one-tailed beast form and Gaara's father wanted at all costs to find a replacement for when he was no more. Luckily, he got a child that was compatible with the one-tailed beast but at the cost of the life of his wife.
Gaara was not a regular kid, he was born with power and was groomed to become the ultimate weapon of the sand village. His power prompted the decision to isolate Gaara to teach him how to control his abilities to avoid hurting the other kids. Thus growing up, Gaara was always isolated from other children. He only had a teddy bear to play with while he took lessons in isolation.
He didn't understand his difference and powers and would try to interact with people in the village but they avoided him since most were warned that he was a dangerous child. The only connection Gaara had with the outer world was through his uncle who was a father figure to him.
Since he was mostly isolated, Gaara didn't understand a lot of things. He didn't understand the concept of pain and begged his uncle Yashamaru to teach him what pain was. After the explanation, Gaara realized that he had great pain in his heart because he wasn't loved by anyone.
Yashamaru told Gaara that he was loved by his mother and himself and that should be sufficient reason for Gaara to be happy. This made Gaara happy and he wanted to share the joy with the villagers too. It was received as hostility and while Gaara was trying to explain to them that all he wanted was friends. He almost injured the other villagers and was stopped from injuring them badly by the intervention of Yashamaru which he ended up wounding instead.
With age, his powers were becoming overwhelming and Gaara's father resented him for it and planned to assassinate Gaara. The task to kill Gaara was taken on by his uncle Yashamaru. Yashamaru took on the task to prevent Gaara from hating his father. During the assassination attack, Gaara was able to overcome the assassin. He was curious to know who tried to kill him and was extremely shocked when he came to realize that it was his uncle. His uncle Yashamaru lied when Gaara confronted him so he would think he hated him. He confessed that he didn't like Gaara and blamed him for his sister's (Gaara's mother) death.
After this false realization, Gaara grew angry with the world and became a shell of himself. Gaara felt extreme pain and this led him to use his sand to create a brand on his forehead which represents self-love. He also became a dreaded ninja that killed without feeling because he felt like he was doomed to a life of hatred and the only person who could love him was himself.
Gaara continued to live in pain and was seen as a dangerous person throughout most of the anime series. His redemption came when he met the boy naruto who was able to get to him with his words. Naruto told him about his troubled youth and how he was able to overcome the pain he kept inside for a really long time.
The tattoo on his forehead translates into the 'Demon loving only himself. This birthed the Gaara tattoos which are usually done by lots of people for a variety of reasons.
A large majority of people who get the Gaara tattoo designs are anime fans who love naruto and are fans of the fictional character Gaara. Even though Gaara the outcast turned out to be a protagonist in naruto, let's not forget that Gaara was once an antagonist. His nature and deep hatred for others stem from how Gaara's family resented Gaara. He was filled with anger and hatred and Gaara decided to become the monster that everyone thought of him as.
